How can I build a simple website that can users can submit music and donations?

Hello, I am trying to build a website and the theme of the website needs to be able to allow users to click a link that will allow users to donate money and submit songs at the same time (donations will be with help of paypal I know how to make a paypal donation link but I want the link to have the donation and song submission in one link for simplicity) if you can provide some basic info on how i need to go about this and or websites that i can get a simple web biulder tool to do this for free or really cheap i would apprecaite it thank you!

2. Read up on server security BEFORE you allow file uploads to your site. It's very risky unless you check what is actually uploaded by users as opposed to what you hope t hey will upload!
